How to configure the compliance statement list in 360

It is common for the questionnaire of a request for tender to list criteria for which each tenderer must choose a compliance statement such as "Fully Compliant", "Partially Compliant", or "Non-Compliant".

Background information

360 uses the compliance statement to:

  1. Ensure the providers have submitted a response to each and every questionnaire item
  2. Display concise information to evaluation team members

Please consider this example question:

Do all staff hold a working with vulnerable people licence?  If not, please specify how many staff do and how many do not.

Initially the question is not answered.  Without an answer, the provider cannot submit their tender.  The possible answers are:

  • "Yes" (for which no further information is required)
  • "No" (plus an answer to the second part of the question)
    Without an answer to the second part of the question, the provider cannot submit their tender

For brevity, 360's evaluation views will display "Yes" and "No" plus a link that allows the assessor to see the additional information.  "Yes" would elicit a maximum assessment score whereas "No" would require a more considered assessment.

Step-by-step guide to selecting statements

To select compliance statements the providers must choose from:

  1. Identify statements that make sense in the context of the question

    Consider the audience

    Both providers and evaluators will see the compliance statements.  Please consider these hypothetical questions:

    • Does your business make widgets?
      Sensible options: "Yes" and "No"
    • Please indicate your solution's adherence to the Australian standard
      Sensible options: "Fully Compliant", "Partially Compliant", and "Non-Compliant"
    • Please confirm you agree to be bound by the non-disclosure agreement
      Sensible optiona: "Agreed"
    • Please specify your preferred email address for accounts
      Sensible optionb: "Response Provided"
    • Please attach high level design diagrams
      Sensible optionc: "Response Provided - ( Response Required )"

    a. This option must be selected by the provider
    b. This option is hidden from the provider
    c. This option displays "Response Provided" but cannot be submitted without additional information

  2. Decide which statements require additional information

    Don't make it hard

    Providers will be confused if the question doesn't match the options.  Please consider these hypothetical questions:

    • GoodIf your solution is partially compliant please specify its deficiencies
      Sensible options: "n/a - Fully Compliant", "n/a - Non-Compliant", and "Response Provided - ( Response Required )"
    • Bad: Please specify where your solution is not fully compliant
      Selected options: "Fully Compliant", "Partially Compliant - ( Response Required )", and "Non-Compliant - ( Response Required )"

    In the bad example:

    • The question does not apply to a fully compliant solution but "n/a" (the sensible choice) is not an option
    • When the solution is non-compliant, the provider is being asked to unnecessarily enter additional information
  3. Use Ctrl+Click (Windows) +Click (Mac) to select and deselect the statements

    Statements ending with " - ( Response Required )" require allow responses or allow attachments to be selected

Step-by-step guide to adding more statements

To create more compliance statement options:

  1. Sign-in to https://360users.apetsoftware.com.au/ as the Boss
  2. From the main menu, click Settings
  3. Click on the Statements tab
  4. Enter a Statement Name

    To avoid compatibility problems when importing requests, statements should not include a comma

  5. If the provider must include additional information when they select the statement, select Response Required
  6. Click Add Statement

The statement will available for selection on the question configuration page.  If response required was selected, " - ( Response Required )" will be appended to the statement.

How the questionnaire displays statements

The selected compliance statements are displayed to providers a drop-down list from which that must choose one (and only one) option.

The list will not be displayed to providers if there is only one statement and either:

  • Allow response is selected
  • Allow attachments is selected

The list will also not be displayed to providers if response type is a special option such as:

  • Multi Select
  • Referee Check

In these circumstances, the list is unavailable on question configuration screens

Special (system defined) statements

360 contains special compliance statements that cannot be selected:

  • (no statement selected)
  • Not Answered
  • Section Skipped
  • Question Skipped
  • Multi Select Option
  • Section Skipped (by default)
  • Question Skipped (by default)
  • Referee Details Provided*
  • Referee Details Provided - Emails Sent
  • Error has occurred during referee email setup*

These statements will be displayed to evaluators only. 

* "Referee Details Provided" and "Error has occurred during referee email setup" will be displayed when a system error or a configuration error has resulted in referee checks not being sent to referees.  Please contact support if these values are displayed.
